The Charleston Job Corps Center operated by Horizons Youth Services for the U.S. Dept. of Labor was awarded a plaque from the National Job Corps Association (NJCA) for the STAR Program. The center was recognized during the NJCA Policy Forum, March 2-4, 2016 in Washington DC. The center maintained a Gold STAR (the highest honor) for the entire four quarters of 2015. Centers are evaluated on their direct congressional education and outreach to congress, employer partner and local outreach and media activities.

A special congratulations to Tia Welch, Business Community Liaison (BCL) for all her hard work and diligence with the STAR program. “I greatly appreciate our WV Representatives, local district staff and business community who keep the doors open. Thank-you.” Welch was a featured speaker during the break-out session for BCL’s.
